Piers H. R. Fothergill, M.E.Des.PresidentPiers Fothergill has been President of TERA since January 2007. As a Senior Environmental Planner, Mr. Fothergill has expertise in project management and implementation of environmental assessments and protection plans for the oil and gas industry. His project management experience includes assembling and co-ordinating large multidisciplinary teams through numerous federal and provincial jurisdictions. His technical strengths lie in route selection of linear developments, terrain analysis, selection and assessment of watercourse crossings, government liaison and regulatory process, and overall project management. Recent projects include management of the Mackenzie Gas Project and Alliance Pipeline. Mr. Fothergill has provided expert testimony for EUB, ERCB, BCUC and NEB hearings. |

Karl B. Gilmore, B.Sc.Senior Vice PresidentKarl Gilmore's fields of expertise are in environmental impact assessment, project management, environmental protection planning and biological surveys related to all aspects of pipeline project applications and construction. Mr. Gilmore draws on the above experience in the management of large, complex pipeline projects and direction of multidisciplinary study teams. Some of the larger pipeline projects he has managed include the Enbridge Alberta Clipper, Southern Lights, Terrace Phases I and II and Capacity Expansion Program, Novagas Canada Liquids Gathering System and four large ESEIAs for TransCanada looping projects. He has provided expert testimony before the NEB eight times, and the EUB/ERCB three times. |

Dean F. Mutrie, MA, MCIPVice PresidentDean Mutrie has been an environmental consultant since 1973 and a member of the Canadian Institute of Planners since 1977. He joined TERA as a Principal in 1986 and has carried out over 300 powerline and pipeline projects totalling more than 30,000 km. Mr. Mutrie has acted as Project Director for a number of high profile projects including TMX - Anchor Loop, the Mackenzie Gas Project, Georgia Strait Crossing and the Alliance Pipeline Project, as well as the Altamont Pipeline, Express Pipeline and Tuscarora Gas Transmission projects in the United States (US). He has also carried out various routing studies for ATCO Electric and AltaLink. Mr. Mutrie is a pioneer in Environmental Inspection and co-founded the PITS (now EnForm) course in 1988 and has led numerous training courses on the subject across Canada and the US. He co-chaired the Seventh International Symposium on Environmental Concerns in Rights-of-Way Management and continues to sit on the steering committee planning the next Symposium in Portland, Oregon in 2009. Mr. Mutrie has testified as an expert environmental witness in Canada and the US on nine occasions. |

Gina I. Fryer, M.Sc., P.Biol.Senior Plant EcologistGina Fryer is a Professional Biologist and Senior Environmental Planner with experience and expertise in vegetation assessment, reclamation planning and environmental impact assessment. Ms. Fryer has also managed the vegetation and post-construction monitoring programs on numerous large projects. Most recently, Ms. Fryer has contributed to the development of the restoration program for the Anchor Loop Project through Jasper National Park. |
Leona J.M. Gibb, M.Sc.Senior GeomorphologistLeona Gibb has been project manager and primary author of Conservation and Reclamation (C&R) Reports for over 90 pipelines throughout Alberta on behalf of numerous junior and senior oil and gas companies including the ACCESS Pipeline Project, and the Pembina Pipeline AOSPL Pipeline Expansion and Northern Extension. She specializes in route and site geotechnical and constructability issues, government and stakeholder issue resolution, and First Nation liaison. |
Tamara L. Petter, M.E.S.Senior Environmental PlannerTamara Petter has been Project Leader and Senior Author for numerous NEB Section 52 and 58 applications in Alberta, BC, Saskatchewan, Manitoba, Ontario, Quebec, the NWT and Yukon. She employs her expertise in cumulative effects assessment and mitigation planning in the preparation of Environmental and Socio-Economic Assessments. Ms. Petter has provided expert testimony before the NEB on two occasions. She also has experience in provincially regulated pipeline applications throughout Western Canada. |
Brenda J. Squire, M.Sc.Senior Environmental PlannerBrenda Squire prepares all aspects of environmental impact assessment and environmental mitigation planning for Conservation and Reclamation Applications, EUB/ERCB Applications, Environmental Field Reports and Area Operating Agreements in Alberta; Saskatchewan and Manitoba Project Proposals; British Columbia Environmental Impact Assessments; as well as various levels of applications to the National Energy Board. |
Greg Bryant, M.Sc.Senior Environmental PlannerGreg Bryant's responsibilities include routing pipelines and siting associated facilities, routing electrical transmission lines and managing multidisciplinary study teams for federally and provincially regulated projects. Some of the pipeline projects that Mr. Bryant has worked on include the Alliance Pipeline, the Corridor Pipeline and its recent expansion, the Anchor Loop and other expansion projects for Kinder Morgan Canada as well as SemCAMS' Borealis Pipeline Project. Mr. Bryant was also the lead author of the 3rd Edition of Pipeline Associated Watercourse Crossings. Mr. Bryant has provided expert testimony before the NEB on one occasion. |
Marcia Monteith, B.Sc.Senior Environmental PlannerSince 1997, Marcia Monteith has had experience in project management for pipelines and associated facilities throughout Alberta and British Columbia. Notable projects include the Corridor Pipeline Expansion Project which transports oil from north of Fort McMurray to Edmonton, and the Enbridge Pipelines Inc. Line 4 Extension, as well as a variety of large and small projects for EnCana Corporation. Ms. Monteith is also TERA's lead for an ongoing environmental partnership with Spectra Energy Transmission in British Columbia. |
Lois Pittaway, M.E.Des., P.Biol.Senior Wildlife BiologistLois Pittaway has expertise in environmental planning and assessment for various development applications (well sites, pipelines, powerlines, wind turbines, etc), as well as wildlife research and restoration. She has worked on numerous projects throughout western Canada, particularly in Alberta's Eastern Slopes and the northern mountains of BC. Areas of special interest include the design and implementation of biophysical baseline studies, habitat mapping, wildlife habitat fragmentation/connectivity, conservation planning and wildlife habitat restoration. Examples of projects include the Muskwa-Kechika Management Area Heliportable Drilling Feasibility Study; Worker Orientation Guide for the Muskwa-Kechika Management Area, the Little Smoky Caribou Calf Project; and Caribou Restoration Projects in Alberta and BC, in addition to numerous environmental assessments and overviews. |
Todd Moss, B.Sc.Senior Environmental PlannerTodd Moss utilizes both environmental field construction experience and environmental planning expertise to ensure compliance for owner companies throughout western Canada and Ontario. His fields of expertise include project management (multi-disciplinary team coordination); routing and site selection; environmental and socio-economic assessments for NEB applications; CEA Act-screened environmental assessments regulated by IOGC and INAC; AENV C&R applications; ASRD EFRs; environmental inspection and auditing; CPPs; watercourse construction plans; environmental protection planning; and site-specific mitigation for construction projects. |
Jason SmithSenior Environmental PlannerJason Smith recently was the project manager for the environmental and socio-economic assessments conducted for the National Energy Board (NEB) regulated Terasen Pipelines (Trans Mountain) Inc. Pump Station Expansion and TMX - Anchor Loop projects. He has managed several environmental screening reports for projects within Jasper National Park and was also co-project manager for the Georgia Strait Crossing Project. |
Andrew Povey, B.Sc., B.Tech.Senior Environmental PlannerAndrew Povey has worked with TERA since 1999 and has gained extensive experience on provincially and federally regulated projects in Western Canada and the NWT. Within Alberta, projects have included the preparation of Environmental Field Reports, Caribou Protection Plans, Area Operating Agreements, Conservation and Reclamation Reports and Environmental Protection Plans. He has also worked on, managed or co-managed a variety of NEB-regulated projects. |
Orrin Dell, B.Sc.Senior Environmental PlannerOrrin Dell is a Senior Environmental Planner and is responsible for managing TERA's Medicine Hat Field Office and has been a Project Manager on numerous environmental applications for seismic activities, drilling operations, pipeline installations as well as distribution powerline projects throughout Alberta, Saskatchewan and Manitoba. Mr. Dell effectively manages his projects by relying on his experience with site and route selection, being a liaison between government and industry as well as his previous oil and gas operations experience and agricultural background. Mr. Dell has significant experience consulting with key stakeholders, regulators and landowners. His personal history of growing up on a farm in Saskatchewan provides Mr. Dell with a good understanding of the issues related to industrial development on agricultural land as well as landowner and stakeholder concerns. |
