Principal Personnel
Piers Fothergill, M.E.Des.
President - Principal
Piers Fothergill has been the President of TERA since January 2007. During his tenure in this position, TERA has more than tripled in size and become more diverse in terms of capabilities, services and client base. He is primarily responsible for the administrative side of the business. In his past role as a senior environmental planner, Mr. Fothergill's expertise was in project management and implementation of environmental assessments and protection plans for the oil and gas industry. His project management experience includes assembling and coordinating large multidisciplinary teams through numerous federal and provincial jurisdictions. Mr. Fothergill's technical strengths lie in route selection of linear developments; terrain analysis; selection and assessment of watercourse crossings; government liaison and regulatory process; and overall project management. Prior to becoming the president of TERA, Mr. Fothergill was very active in the management of the environmental assessments of the Mackenzie Gas Project and Alliance Pipeline. He has provided expert testimony for Alberta Energy and Utilities Board (EUB), Alberta Energy Resources Conservation Board (ERCB), British Columbia Utilities Commission (BCUC) and National Energy Board (NEB) hearings.
Dean Mutrie, M.A., MCIP
Vice President Major Projects - Principal
Dean Mutrie is the Vice President Major Projects and a Principal at TERA Environmental Consultants (TERA). Mr. Mutrie is an internationally recognized expert on the environmental impacts of linear facilities and has recently been solicited by the UNESCO Encyclopedia of Life Support Systems committee to author a piece entitled “Environmental Conservation” in the “Pipeline Engineering” theme. He has been an environmental consultant for over 39 years and a member of the Canadian Institute of Planners for over 35 years. Mr. Mutrie joined TERA as a Principal in 1986, served as President for 19 years and has carried out over 300 pipeline and powerline projects totaling more than 30,000 km. He has served as Project Director or Project Sponsor for a number of high-profile linear projects in Canada including the Alaska Pipeline Project, the Denali Pipeline, the Trans Mountain Expansion(TMX) - Anchor Loop Project through Jasper National Park, the Mackenzie Gas Project, Georgia Strait Crossing and the Alliance Pipeline Project, as well as several projects in the United States (US). Mr. Mutrie is a pioneer in Environmental Inspection, co-founded the EnForm Pipeline Environmental Inspection course in 1988 and has led numerous training courses on the subject across Canada and the US for Federal Energy Regulatory Commission and others. He co-chaired the Seventh International Symposium on Environmental Concerns in Rights-of-Way Management, continues to sit on the Steering Committee planning the next Symposium in Halifax, Nova Scotia in 2015 and continues to chair the Environmental Issues track at the International Pipeline Conference, the next one occurring in Calgary, Alberta in 2014. Mr. Mutrie has testified as an expert environmental witness in Canada and the US on nine occasions.
Leona Gibb, M.Sc.
Senior Environmental Planner - Principal
Leona Gibb has been project manager and primary author of Conservation and Reclamation (C&R) Reports for over 90 pipelines throughout Alberta on behalf of numerous junior and senior oil and gas companies including the ACCESS Pipeline Project and the Pembina Pipeline Alberta Oil Sands Pipeline Expansion and Northern Extension. She specializes in route and site geotechnical and constructability issues, government and stakeholder issue resolution and First Nation liaison.
Brenda Squire, M.Sc.
Director, Environmental Planning - Principal
Brenda Squire has been a Project Manager, Senior Author or Senior Reviewer on numerous environmental impact assessments and environmental mitigation plans for Conservation and Reclamation Applications, ERCB Applications, Alberta Utility Commission Applications, Environmental Field Reports (EFRs) and Area Operating Agreements in Alberta; Saskatchewan and Manitoba Project Proposals; British Columbia (BC) Oil and Gas Commission (OGC) Applications; as well as various levels of applications to the NEB. Ms. Squire has extensive experience developing regulatory strategies for projects and maintains current on the regulatory requirements for provincially and federally-regulated linear projects throughout western Canada.
Tamara Petter, B.Sc., M.E.S., EP
Senior Environmental Planner - Principal
Tamara Petter has been Project Leader and Senior Author for numerous NEB Section 52 and 58 applications in Alberta, BC, Saskatchewan, Manitoba, Ontario, Quebec, the Northwest Territories and Yukon. She employs her expertise in effects assessment and mitigation planning in the preparation of Environmental and Socio-Economic Assessments. Ms. Petter has provided expert testimony before the NEB on two occasions.
Marcia Monteith, B.Sc.
Senior Environmental Planner - Principal
Marcia Monteith has over 15 years of pipeline and facility construction and environmental assessment experience. She has managed, reviewed and/or authored numerous environmental applications for federal and provincially-regulated pipelines and associated facilities, with particular focus on Alberta and British Columbia. Notable projects include two NEB Section 52 applications for the Enbridge Pipelines Inc. Edmonton to Hardisty Pipeline Project and Line 4 Extension Project, and the provincial Corridor Pipeline Expansion project which transports oil from north of Fort McMurray to Edmonton. She has also been involved in a variety of large and small projects for Spectra Energy Transmission in British Columbia and Encana Corporation in southern Alberta. Ms. Monteith has acted as an expert environmental witness before the NEB on two occasions.
Greg Bryant, M.Sc.
Senior Environmental Planner - Principal
Greg Bryant has 17 years of professional environmental consulting experience in western Canada in the pipeline and electrical transmission line sectors of industry. In his role at TERA, Mr. Bryant’s responsibilities include routing electrical transmission lines and siting associated facilities, routing pipelines and siting associated facilities, as well as managing multidisciplinary study teams for federally and provincially regulated transmission line and pipeline projects. Some of the projects that Mr. Bryant has worked on include the Alliance Pipeline, the Corridor Pipeline and its expansion, the Anchor Loop and other expansion projects for Kinder Morgan Canada including the current Trans Mountain Expansion Project, SemCAMS' Borealis Pipeline Project, several projects for ATCO Electric Ltd., and, most recently, the Pacific Trail Pipelines Project. Mr. Bryant was also the lead author of the 3rd Edition of Pipeline Associated Watercourse Crossings. He has provided expert testimony before the NEB on one occasion and the Alberta Utilities Commission on one occasion.
Todd Moss, B.Sc.
Director, Human Disciplines - Principal
Todd Moss is the Director of Human disciplines at TERA. He is a Senior Environmental Planner and Principal with over 20 years of professional consulting experience. He has prepared all aspects of environmental impact assessment and environmental mitigation planning for various levels of provincial and federal applications. Mr. Moss has extensive experience preparing ESAs for Section 58 and 52 NEB projects in western Canada. In addition, he has been Project Advisor and Manager for NEB-regulated pipeline projects throughout Alberta and BC as well as a variety of facility applications and operations and maintenance programs across Canada. His areas of expertise include project management (multi-disciplinary team co ordination), ESAs for NEB applications, routing and environmental protection planning, Canadian Environmental Assessment (CEA) Act-screened Environmental Assessments, Alberta Environment and Sustainable Resource Development (AESRD) C&R applications, EAPs and EFRs. Mr. Moss has provided expert testimony before the NEB on one occasion. Recently, Mr. Moss has been primarily involved in projects in British Columbia and northwestern Alberta. He has worked on several 300+ km projects and has a thorough understanding of the variety of environmental issues that have a direct impact on cost and schedule.
Lois Pittaway, M.E.Des., P.Biol., R.P.Bio.
Manager, Wildlife - Principal
Lois Pittaway has expertise in environmental planning and assessment for various development applications (well sites, pipelines, powerlines, Steam Assisted Gravity Drainage, wind turbines, etc.), as well as wildlife research and restoration. She has worked on numerous projects throughout western Canada, particularly in Alberta's Eastern Slopes, the northern mountains of BC, and woodland caribou ranges in Alberta and BC. Areas of special interest include the design and implementation of biophysical baseline studies, habitat mapping, conservation planning, habitat connectivity and wildlife habitat restoration. Recent research includes studying the effectiveness of the recommended setback distance for Sprague's pipit related to pipeline construction. Examples of other projects include: Wildlife Corridor and Habitat Patch Guidelines for the Bow Valley; the Muskwa-Kechika Management Area Heliportable Drilling Feasibility Study; Worker Orientation Guide for the Muskwa-Kechika Management Area; the Little Smoky Caribou Calf Project; and Caribou Habitat Restoration Planning. Ms. Pittaway manages wildlife studies, planning and mitigation for federal and provincial regulatory applications.
Andrew Povey, B.Sc., B.Tech.
Senior Environmental Planner - Principal
Andrew Povey has worked with TERA since 1999 and has gained experience on provincially and federally-regulated projects in Alberta, BC, Saskatchewan and the Northwest Territories. He has experience in many aspects of oil and gas projects including: feasibility studies; route and facility site selection; environmental studies; impact assessment; protection planning and permitting. Recently, Mr. Povey has been primarily involved in projects in northeastern BC. Mr. Povey was the Project Manager for the preparation of the ESA for the Westcoast Energy Inc. South Peace Pipeline Project, an NEB Section 52 application, which included a requirement for expert witness testimony before the NEB.
Mr. Povey has also managed the preparation of numerous ESAs for NEB Section 58 applications for projects including small meter stations, new and looped pipelines and several large gas plants. He is currently actively involved with a number of NEB-regulated projects being undertaken by Westcoast Energy Inc. and Alliance Pipelines Limited. Previously, Mr. Povey has worked on EFRs, Caribou Protection Plans, Area Operating Agreements, Conservation and Reclamation Reports and Environmental Protection Plans. He was also involved in the Mackenzie Gas Project, for which he was the designated lead for nontraditional land and resource use and research licensing. He has provided expert testimony before the NEB on two occasions.
Jason Smith, M.Sc.
Vice President, Consulting Services – Principal
Jason K. Smith has worked in the environmental consulting industry for over 15 years and has successfully managed several high profile federally regulated pipeline projects, including the Georgia Strait Crossing Pipeline Project, Trans Mountain Pump Station Expansion Project, TMX - Anchor Loop through Jasper National Park and Mount Robson Provincial Park, the Alaska Pipeline Projects and the Trans Mountain Expansion Project. Mr. Smith has been responsible for several environmental assessments completed under the National Energy Board, Canadian Environmental Assessment Act and British Columbia (BC) Park Act and was an expert witness at the TMX - Anchor Loop Project NEB hearing. Mr. Smith provided environmental and regulatory strategic advice on these projects as well he played an integral role in the public consultation and Aboriginal engagement programs.
Wanda Lewis
Manager, Cultural Resources - Principal
Wanda Lewis has over 13 years of experience in heritage resource and traditional land use management. She specializes in the management of historical resource studies for pipelines and oil and gas projects in western Canada and has assisted numerous clients in the areas of Aboriginal Engagement, Traditional Land Use and Traditional Ecological Knowledge. Ms. Lewis has established effective working relationships with many of the Aboriginal groups in Alberta and northeastern BC.
Orrin Dell, B.Sc., P.Ag.
Senior Environmental Planner - Principal
Orrin Dell is a Senior Environmental Planner and has acted as Project Manager on numerous environmental applications for seismic activities, drilling operations, pipeline installations as well as powerline projects throughout Alberta, Saskatchewan and Manitoba. Mr. Dell effectively manages his projects by relying on his experience with site and route selection, being a liaison between government and industry as well as his previous oil and gas operations experience and agricultural background. Mr. Dell has significant experience consulting with key stakeholders, regulators and landowners. His farm and agricultural background provides Mr. Dell with a good understanding of the issues related to industrial development on agricultural land as well as landowner and stakeholder concerns.
Mark Van Wyk, M.E.Des.
Senior Environmental Planner - Principal
Mark Van Wyk has managed predevelopment assessment work for more than 3,500 oil and gas lease sites and associated pipelines for infill drilling projects largely located in the sensitive prairie region of southeastern Alberta. More recently, Mr. Van Wyk has directed multidisciplinary teams for numerous provincially regulated 240 kV and 138 kV electrical transmission projects, primarily related to wind power facility developments. With an appreciation for the complexities involved in managing large energy-sector projects and the potential ecosystem impacts, Mr. Van Wyk has become an effective problem-solver and has applied his knowledge to successfully manage routing/siting assessments, mitigation design, stakeholder engagement programs and supporting biophysical field assessments.
Kerry Brewin, M.Sc., P.Biol.
Manager, Aquatics - Principal
Kerry Brewin is a Senior Fish Biologist with over 25 years of aquatic resource management experience in western Canada and the Territories and leads the Aquatics team at TERA. Mr. Brewin specializes in providing aquatic environmental and regulatory support on pipeline and other linear development projects. Recent pipeline projects in western Canada that Mr. Brewin has provided senior technical and regulatory support for include the North Central Corridor, Horn River Mainline, Groundbirch Mainline, Alberta Oil Sands, Mitsue Condensate, and Nipisi Heavy Oil, pipeline projects. Before re-entering the consulting industry in 2003, Mr. Brewin spent several years as the senior staff person responsible for leading Trout Unlimited Canada's conservation activities across Alberta. While there, he designed and implemented several provincial and national award winning conservation programs (e.g., Alberta Emerald Award and Special Minister's Order of the Bighorn Award). In 2005 he received the Alberta Centennial Award for his efforts in conserving Alberta's coldwater fishery resources.
Tammy MacMillan, B.Sc., P.Biol.
Senior Environmental Planner - Principal
Tammy MacMillan is a Senior Wildlife Biologist for southern Alberta and is responsible for the operations and management of TERA's Hanna office. Ms. MacMillan has conducted biophysical studies throughout Alberta, BC, Saskatchewan, Manitoba and the Northwest Territories, and has been the lead Wildlife Biologist on numerous general and species-specific wildlife surveys in the Grasslands regions of Alberta, Saskatchewan and Manitoba. Ms. MacMillan has extensive experience assessing and mitigating sensitive wildlife habitat, and has prepared all aspects of environmental impact assessment and environmental mitigation planning for Canadian Environmental Assessment (CEA) Act Screenings, C&R Applications, Alberta ERCB Applications, Alberta Utilities Commission Applications, EFRs, Environmental Protection Plans and Overviews.
Joanne Berezan, B.Sc.
Senior Environmental Planner - Principal
Joanne Berezan has extensive experience preparing environmental and socio-economic assessments for NEB projects in western Canada. She has been a project manager for several NEB regulated pipeline projects throughout Alberta, as well as for a variety of facility applications and operations and maintenance programs across Canada. Ms. Berezan is familiar with both environmental impact assessment planning and the regulatory process for various levels of provincial and federal applications. Recent project involvement includes the NOVA Gas Transmission Ltd. Horn River Mainline Project, Enbridge Southern Lights and Alberta Clipper Projects as well as several NEB Section 58 Applications.
Amy Griffiths, B.Sc., P.Biol.
Director, Bio-physical Disciplines - Principal
Amy Griffiths is the Director of Bio-physical Disciplines and has worked in the environmental consulting industry for 10 years. She has been the department lead for TERA’s vegetation team and was responsible for developing methodology, overseeing field work and ensuring quality control on deliverables. She served as Project Manager and completed mapping on the Grassland Vegetation Inventory (GVI) project conducted for Alberta Environment and Sustainable Resource Development (AESRD). Ms. Griffiths has conducted numerous wetland assessments and is a Qualified Wetland Aquatic Environment Specialist (QWAES). She has been the lead Vegetation Specialist on numerous rare plant and vegetation surveys in the Grassland, Parkland, Boreal and Foothills Natural Regions of Alberta as well as surveys in the Taiga Plains, Boreal Plains, Southern Interior Mountains and Sub-boreal Interior of British Columbia. In addition, she has been the lead Vegetation Specialist for surveys conducted in Saskatchewan and Manitoba, including various National Energy Board (NEB) regulated projects. Ms. Griffiths has ample experience assessing and mitigating rare plant populations, rare ecological communities and sensitive vegetation and has contributed to environmental impact assessment and environmental mitigation planning for National Energy Board Applications, C&R Applications, Alberta ERCB Applications, Alberta Utilities Commission Applications, EFRs, Environmental Protection Plans and Overviews. Ms. Griffiths has also been an expert witness for an Alberta Utilities Commission hearing.
Joanne Mauthner, M.Sc.
Manager, Wetlands - Principal
Joanne Mauthner is a Hydrologist and Senior Wetland Scientist at TERA. Ms. Mauthner expertise is with water resource issues and specializes in wetlands and wetland related issues specifically in the Oil and Gas Industry. She has been the primary author of wetland technical reports and wetland function assessments for numerous provincial and federally-regulated projects. Ms. Mauthner leads a team of qualified wetland specialists comprised of vegetation, wildlife, hydrology and soils experts. She works closely with regulators and wetland restoration agencies and has experience conducting wetland classifications, delineations, health and function assessments and post-construction monitoring programs throughout western Canada.
David Novak, P.Ag., CPESC
Senior Environmental Planner - Principal
Mr. Novak is a Senior Environmental Planner and Reclamation Specialist at TERA. He has over 20 years of consulting and project management experience developing and implementing native vegetation restoration programs, erosion and sediment control plans and vegetation management and protection plans for the oil and gas, mining and forestry sectors in western Canada. Additionally, Mr. Novak has served as restoration and post-construction monitoring project manager for the Trans Mountain Expansion (TMX) – Anchor Loop Pipeline Project, conducted numerous surveys that addressed landowner reclamation issues and assisted in the preparation of programs for the restoration of caribou habitat, riparian vegetation, and native grassland environments. He routinely provides reclamation/restoration training and technical support to TERA clients and in-house personnel for soil management, revegetation and monitoring issues.
Mr. Novak has extensive experience restoring disturbed riparian and upland environments encountered in the Rocky Mountain, Foothills and Boreal Forest Natural Regions. He has conducted third party Environmental Assessment review of Soils/Terrain and Reclamation sections for Alberta Environment and has participated in restoration planning for linear developments located in National and Provincial Parks and Department of National Defense lands.
