"At the NEB, I worked as the assistant project manager for the NEB with respect to the Terasen Trans Mountain Anchor Loop Project in 2006. Terasen proposed to increase the capacity of its existing oil pipeline that traverses Jasper National Park and Mount Robson Provincial Park in Alberta and BC. The project was very sensitive in the sense that it involved increasing the capacity of an oil pipeline through federal and provincial protected areas. TERA conducted all of the environmental work associated with the proposed looping project and prepared the regulatory submissions for the NEB. As the assistant project manager for the NEB, I assisted the technical team in reviewing the regulatory application, liaised with other federal agencies, and assisted in the coordination of a public hearing for the project. It was widely recognized within the NEB that the application prepared by TERA was one of the best applications ever received by the NEB – it was technically complete and well organized. The quality of the application was a major factor contributing to the fact that the public hearing last only three days for this project – a three-day public hearing for a proposed oil pipeline through a federal and a provincial park is a miraculous feat given the complex nature of the regulatory process in Canada for linear projects."

"The following observations and opinions are based on my personal and professional business experience in my current capacity with Enbridge Pipelines Inc. ("Enbridge") and my past tenure with Home Oil Company ("Home") in the development of natural gas, natural gas liquids and crude oil pipeline projects. In my capacity for commercial oversight of the Southern Lights Project, correctly meeting regulatory filing deadlines in compliance with National Energy Board ("NEB") requirements and other federal/provincial/local governmental authorities was paramount. The environmental work (screening through to detail) associated with those Canadian regulatory requirements that TERA was commissioned to undertake was completed in a first class manner. Enbridge's success in securing the Southern Lights Project NEB (and other) approvals was in no small way due TERA's thoroughness, attention to detail, knowledge and ability to work effectively and efficiently with a diverse group of stakeholders (including those adversarial to the Southern Lights Project). TERA was outstanding in meeting its commitments to deliver what it was tasked with.

"TERA Environmental Consultants (TERA) has been the lead Environmental Consultant from project inception through to completion of construction and continuing to today with the recent completion of the right-of-way restoration and ongoing post-construction monitoring. Given the nature of the project, TERA has been integral to the project success from the initial environmental assessments completed for the pipeline routing, support of the National Energy Board regulatory application and oral hearing, and development of a state-of-the-art Environmental Protection Plan and Right-of-Way Restoration Plan that preceded construction. During construction, TERA personnel provided Environmental Inspection of the day-to-day activities as well as ongoing environmental technical support. Following construction, TERA was retained as a General Contractor for the right-of-way restoration, including the direct hiring of local restoration labor to complete the seeding and planting of native species (over 220,000 plants).
The TMX Anchor Loop project is arguably one of the most challenging pipeline projects ever to be constructed with the stringent environmental requirements to work in the UNESCO designated Rocky Mountain Parks World Heritage Site. Adding to the complexity, the project was subject to the oversight of multiple regulatory jurisdictions and was highly visible to the public through close proximity to the highway and the Municipality of Jasper. Throughout all aspects of the project, TERA was an integral member of the project team with a strong contribution to the ultimate success of the project."

"It was a huge relief knowing that TERA was on the Williams' job as they know exactly what information is required for regulatory approvals, who needs it, and when. TERA has excellent relationships with the regulators, which provided certainty to Williams regarding regulatory expectations, process and timelines. In addition, the TERA staff were typically several steps ahead of me in anticipating my information needs and the information needs of the regulatory agencies. TERA's role on the project has contributed to Williams presenting quality information to the regulators in a timely fashion, as well as to landowners and to Aboriginal groups.
