The Horn River Mainline Project (Cabin Section) consists of the installation of 72 km of new 762 mm O.D. (NPS 30) natural gas pipeline located approximately 70 km east of Fort Nelson, BC. The Groundbirch Pipeline Project consists of the installation of 77 km of 914 mm (NPS 36) outside diameter (O.D.) natural gas pipeline from an existing meter station on the TransCanada PipeLines Limited (TransCanada) Alberta System to the Groundbirch area of northeastern BC. TERA Environmental is the prime environmental consultant responsible for the preparation of the ESA for the Section 52 applications for both projects to the National Energy Board (NEB). TERA was commissioned to complete early feasibility studies for the projects and has been an integral part of the route selection process, government and public consultation, and aboriginal engagement programs. Detailed and comprehensive baseline environmental field studies have been undertaken in all disciplines. The ESA documents produced for these projects to be the highest quality in environmental protection and restoration. TERA provided an expert witness at the NEB Groundbirch hearing, environmental field support and environmental inspection services, and will take responsibility for post-construction restoration, monitoring and follow-up. The NEB held a written hearing for the Horn River application - which is the first time it has done so for a section 52 application. |
